Bug Description
A requirement for implementing the new pillar-heading design as part of the 3-0 work:

we need a way a formatter that will return the related pillar title (the logo/mugshot formatters already display the nearest pillar's logo/mugshot).
For example, if the current context in a template is a PPA for Launchpad Developers, then doing:
