Templates with mixed-case names are not imported through bazaar

Bug Description

It seems POT files with uppercase letters in their names cause problems for bzr import: nothing was reported, but they failed to appear in the import queue for over 1h (trying both one-time import and setting pot import).

This happened in https://launchpad.net/ubuntu-desktop-course/8.04 and seeing weird POT file names, I suggested renaming them to all lowercase, when it all worked. Revision 168 should be the previous failing branch state for any testing if needed.

Btw, where do errors from bzr translation imports go? OOPSes anywhere?

Renaming the rest didn't seem to help. There seems to be a problem with bzr imports elsewhere.

More analysis needed.

It did help but did not work because one template name still had a capital letter in it.
