Bug Description
So, in the early days of javascript, we were okay with terrible error handling, i.e. alerts with the entire HTTP response code as the message, no error handling at all.
Nowadays, we are more civilized. The Bugs team has constructed a ErrorHandler object, but it currently lives in the Bugs namespace. It needs to be brought out of bugs into a general namespace, and then used by all the teams.

I started work on this, but it seems there is still WAY too much churn on what the error handler should be.
