Bug Description
a lot of messages
"Currently, this database is not fully loaded and can't be used"
are issued.
koo shoud stop quering the db during installs/upgrade - or at least suppress the error message

Hmm
with a small module at the end of the dependancy tree I got some 40 pop's
must be some 100 to 1000 if I do a update "base"
I prefer not to try ...
