Some control labels are bold while others are not

Bug Description

In <https://bugs.edge.launchpad.net/ubuntu/+bugs?advanced=1>, the "Status", "Importance", and "Target milestone" checkbox labels are inappropriately bold, while the "Component" and "Upstream status" checkbox labels are not. There is no obvious reason for this, and it makes the <fieldset> headings harder to distinguish. This is a regression.

One way to fix this would be to restore all control labels to their previous non-bold appearance.

Another way to fix it would be to specify that control labels should be bold only when they're not inside a a <fieldset> (i.e. label {font-weight: bold;} fieldset label {font-weight: normal;}).
