volume control icon looks muted when at low volumes.

if the rhythmbox volume is set low (about 10%) the icon changes to a muted icon, but the sound is audible.

the muted icon should only be shown when the volume is set to 0%

this is with rhythmbox 0.9.3.1-0ubuntu7 in dapper
