USB 2.0 Flash Drive sometimes is reconized as a low speed USB device

Bug Description

I'm using Ubuntu 9.04 and my Sandisk Flash Drive USB 2.0 sometimes has low speed rate. When I connect it in a USB 2.0 port, the transfer rate generally stays in 2.9 MB/seg. However if I disconnect the Flash drive and reconnect it again, the speed rate increases to 4.9 ~ 6.0MB/seg.

This is my system:

Intel Core 2 Duo E6300
3GB RAM DDR2
Motherboard Asus P5VD2-X (chipset VIA PT890)
Sandisk Cruzer 4GB Flash Drive
Ubuntu 9.04 (2.6.28-14-generic #47-Ubuntu SMP Sat Jul 25 00:28:35 UTC 2009 i686 GNU/Linux)
