failing to upgrade kernel on ubuntu 9.04. and trying to install x.28.14 when i have x.28.15.

I'm a little confused, is there a reason you're trying to install the older 2.6.28-14 kernel when you have the newer 2.6.28-15 kernel already installed? Maybe take a look at https://wiki.ubuntu.com/DebuggingUpdateManager and attach the debug files documented there (apt.log, term.log, main.log). Thanks.
