Bug Description
Distro drivers for needs the same privileges as project drivers to do
their job, but they cannot because some aspects of creating a distro
series require lots of back end preparation. This problem only affects
Ubuntu because it uses Soyuz and Translations, so the limitation
should only affect Ubuntu.
Assuming that Ubuntu is an exception then, distro drivers need the power
to create a series and doing so make them the series release manager. The
release manager can create and modify milestones.

Hi Mantas.
I subscribed you to this because you and I have a common interest. You want to create series and milestones. I need you to fix the last two broken milestones in the database.
I am working on change to how derivative distributions such as Baltix should behave. I work on this after work hours. I have fixed the underlying pages to work for non-administrator. This bug will fix the permission rules so that you can create series and milestones. I believe you are an edge user, so you will get this power a day after I commit a fix.
