base-layout heading slot breaks the title edit widget

Bug Description
The title edit widget creates it's own <h1> with an id can class. when uses with the heading slot a <h1> is generated inside the <h1>.
The solution is that the <h1> only be created when base-layout is automatically creating a title for the context object.
