path-effect applied twice after simplify on arc/star/spiral

Bug Description
Steps to reproduce:
* draw star
* apply some path effect
* Path -> Simplify
Result: The processed curve (including path-effect) gets simplified and the path-effect gets applied again to the result.
For ordinary paths just the helper-path gets simplified, so keeping the path-effect does make sense.
Solution: get unprocessed curve (without path-effect) from any shape and simplify that one (and keep path-effect as attribute)

Confirmed on Windows XP, Inkscape rev. 22040.
Path>Simplify converts the shape and LPE to a path before simplifying.
Workaround: convert shapes to path before using a LPE.
