Sound Recorder 2.14.0
Ubuntu Dapper updated today ()
Microphone works, as I can hear it in my speakers.
No complaints when I try to record in lossy ogg, but when asked to play it back it complains:
"Error
You do not have a decoder installed to handle this file. You might need to install the necessary plugins."
But this is a default install, nothing fancy and ogg should play out of the box. It won't play back in VLC or Totem by the way.
Recording for 5 seconds gives a file 29,6 KB (30354 bytes), so something's in there.

Hi Duncan,
Could this be the same issue described in Bug 38700 ? i.e. are you using "Voice, Lossy (Ogg Multimedia)"?
