No tiling windows in Ubuntu

Bug Description
There is one single question that I always get from new Ubuntu user is: "How do I tile windows?" You know like in Windows XP right mouse click on task bar and select "Tile Windows Vertically" or "Tile Windows Horizontally" and open windows get tiled. And then get answer: "You said everything can be done in Ubuntu, but such a basic thing is not working?"

Agreed, this is an annoying lack of a feature, especially since Windows has had it since '95.
Doubt it qualifies as a Papercut, but its definitely something upstream needs to plan on implementing for 10.04
