LOgin manager control module can´t change all settings

Bug Description
Some settings in the login manager KDE control module have no effect on the login screen, for example the theme.
As kubunut has the best "clean" configuration imho this module should either be removed or only the appropriate settings should be shown.

The problem is all effects take action only if you change
UseTheme=true TO false in /etc/kde3/kdm/kdmrc
I think there should be an option that you can change to 'on' or 'off' for the Theme and basing on this option all others changes can be or not possible.
Don't know if kde-systemsettings is the proper package, kde-guidance? kdm?
