Bug Description
Today I've tried to pull recent changes in bzr.dev and got error:
bzr: ERROR: Unable to create symlink 'doc/en/
Of course Windows does not support symlinks. Please, remove this symlink.

revno 4569 introduced a symlink which prevents updating bzr on windows.
