Second or third logged in user cannot play sounds -- gnome volume control shows "null output"

Bug Description
Binary package hint: pulseaudio
The user that logs into the machine first has no issues playing sounds.
However, when using fast user switch, any user that logs in after that cannot access the sound hardware.
Gnome volume control shows "null output" in the output tab. Sound continues to play if started from another user, but I believe this is actually not by design.
Any help in resolving this issue would be extremely helpful.
