xmlto or docbook or docbook-dsssl or docbook-xml or docbook-xsl fails with xsl:import : unable to load http://docbook.sourceforge.net/release/xsl/current/html/chunk.xsl

-- When run as root (or with sudo) it completes successfully.

1) The error message should correctly report if it fails due to lack of permissions.
2) Elivated permissions should not be required to convert xml to html.
3) An elivated permission command should be provided/documented to install chunk.xsl locally.
