Bug Description
As seen on OOPS-1300BM1:
AttributeError: 'NoneType' object has no attribute 'vote'
According to abentley, that happens because the way requests to review a merge proposal are represented, we OOPs when we try to send a revision email whose merge proposal has a request for review that hasn't been completed.
