libopencore-amr is an opensource (apache-2 licenced) library for AMR-NB decoding.
(It is unclear if it supports AMR-WB for now - as ffmpeg page claims it is negative)
As libamr support in ffmpeg has been removed for known licence problems,
there has been also added support for (external) libopencore-amr into ffmpeg http://
