I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Based on your attached DpkgTerminalLog I see you've had Bind9 installed before, and then removed before this (re)install? After you have removed the bind9 package, did you manually remove any files from the folder /etc/bind/?
