Language changed and on reboot is not in original English; attempted to edit /etc/default/console-setup and keyboard was set to "us"

Bug Description
I added another language, Russian, then Russian-phonetic. I may have installed one of these system-wide. I then removed Russian. I changed the layout toggle to the left-Windows key. When I rebooted, it was in Russian (seemed like phonetic). Windows button (left) wouldn't toggle. Original "both-alts" didn't work either (and did not originally, which was why I picked another toggle). I used live CD, mounted the main hard drive and tried to edit /etc/default/

I may not have properly mounted /dev/sda1, as I did not see it in the output of mount, even when I was root on the live CD.
