Keyboard layout during install is not used after install

Bug Description

Karmic alpha 3 Ubuntu

Selecting UK Dvorak keyboard layout works during install, but does not get used as part of the installation. The installed OS only has Qwerty setup for everything, i.e, login, console, apps, etc. It has to be setup manually.

This problem also appears when changing to dvorak using sudo dpkg-reconfigure console-setup. The new settings do not survive a reboot, but they can be recovered after rebooting by running "sudo /etc/init.d/console-setup"
