Bug Description
The acl package has a .pot file that lacks a .pot header, making it hard to import as we are missing some metadata like its creation data and if it's using other encoding different from ASCII.

.
* include/buildrules: Drop --omit-header from xgettext call since the POT
file needs a header to be imported properly. Closes: LP#40365
* debian/rules: Regenerate POT file during build.
