OEM install created user has wrong $PATH

OEM install on ppc, the created user's PATH is just /bin:/usr/bin. /etc/environment just contains LANG and LANGUAGE, so something with the OneTruePath spec doesn't work in OEM mode.

I have this bug too - i386 version of Dapper Flight6 with oem install

Only that I also had a bug 33277 (https://launchpad.net/distros/ubuntu/+source/oem-config/+bug/33277) so that my user has been created manually with adduser.

Noticed it when trying to launch games that were installed to /usr/games. I reported this as bug 41823 (https://launchpad.net/distros/ubuntu/+bug/41823/+index).

My PATH looks like /bin:/usr/bin:

Marking as fix released since this seems to have fixed itself. I'm at least unable to reproduce this with today's daily.

  * oem-config/locale: Fix /etc/environment modification to avoid
    accidentally clobbering other variables (closes: Malone #40328).
