PNG does not export blur when exporting as page (but correct when exporting as drawing)

Bug Description

When I am attempting to export a file using PNG export it does not export gaussian blur if i select the option "page". However if I select the option "drawing" it appears all right.
(I am attaching the two files as a tar.gz).

I am attaching the svg file (it is slightly changed from one for above pngs, but displays same symptoms). For convenience I am attaching the new pngs as well.

Confirmed on 0.47pre2. I don't know why it happens. Page seems to only render the vertical blur but not the horizontal. Drawing seems to work fine.
