See screenshot. (taken on Ubuntu 9.04 , Firefox 3.0.11)

If the text is meant to be downloaded only and not opened, then maybe the HTTP option Content-disposition: attachment would be in order.

I cannot reproduce this problem. The text file opens in the text editor every time. Try to save the file to your home folder or desktop instead of opening it automatically. You need to sign it, so you do need to download the file, not open it. Try opening the file from your desktop? If it will will not open, attach the downloaded file to to this bug report so that I can verify it is corrupt.

It appears to work correctly in Windows, so maybe this is some misconfiguration in Ubuntu.

Firefox 3.0.11
(everything up to date as of today)

We cannot reproduce this problem, and we all using Ubuntu. This might be a change you have made to your desktop, but I cannot see how this can be. The file is clearly known to be plain text. The default editor is gedit. Can you confirm that gedit (Applications > Accessories > Text Editor) cannot open the text file.

I reproduced this on another PC, anoter ISP.
This is again Ubuntu 9.04 x86. Installed yesterday (from booted CD this time), with updates.
The only preference I changed was the screen resolution, and installed a few extra packages (VLC,libgstreamer0.10-0-dbg, a few codcs).
What Ubuntu version are you using ?

I am testing with Jaunty ans Hardy. I'm unsure as to how to proceed. There are no other reports of this being broken. Launchpad will be updated in the next 12 hours. Let's try after the update. You will notice a change because we removed the term "ubuntero' We refer to the CoC as the Ubuntu Code of Conduct on user pages.

Testing after the change:
Same.

I also booted the Ubuntu 9.04 x86 CD to make sure there are zero changes to the desktop. I connected to WLAN , started Firefox (by clicking its icon atop the screen) and typed in the address https://launchpad.net/codeofconduct

From the picture you attached, and the fact than no other user is reporting an issue, I still suspect that you are not saving the file to your desktop.

The file must be signed, so it must be downloaded, not opened directly from the web. The name and version of the file is also important, and that information is lost if you open the tmp data downloaded by the browser. That is why the file type is set to application/text. When The dialog opens, choose Save file.

( ) Open with [Text Editor]
  (*) Save file

The file will be downloaded to either your Home folder or your Desktop. It is named UbuntuCodeofConduct-1.0.1.txt. You can open and read the saved file. You will be asked to gpg sign the document and upload it to Launchpad in the next step. You will need to register your gpg keys before you upload the signed document if you have no already.

That is not the bug I am reporting.
The bug is: Firefox can not open a downloaded text file.

If the bug can not be reassigned, I will post a new one.

This is not a firefox bug as it opens fine in firefox when clicking on

Older (obsolete) versions of the Code of Conduct
    * Ubuntu Code of Conduct - 1.0

Maybe remove test with a new profile. I suspect an extension that you added is causing this. I am unable to reproduce this under 3.0, 3.5 and 3.6 in Ubuntu.
Closed the bug as it can not be determined to be a bug at this time.

What steps did you take to reproduce it, John ?

I already posted in comment 7 that it takes 3 steps and is 100% reproducible. Here it is again:
 - boot the desktop CD
 - connect to internet
 - open the URL https://launchpad.net/codeofconduct in Firefox

The fact that you already signed it is irrelevant, unless you did not follow the above steps (and you logged into launchpad).

I can create a video if you have trouble following the above steps.
