On a freshly installed karmic system, apport's crash-catching abilities
are disabled by default:

  # grep ^enabled /etc/default/apport
  enabled=0

Looks like this was fixed already:

apport (1.6-0ubuntu2) karmic; urgency=low

  * Re-enable Apport by default, for the alpha-3 release.
