Bug Description

Bug 397439 addressed allowing commercial admins to set branch visibility policies. Unfortunately there were other pages that needed to be updated in order to allow the task to be completed.

At minimum +addbranchvisibilitypolicy and +removebranchvisibilitypolicy need to be updated to use launchpad.Commercial with corresponding test coverage.
