Bug Description
I've got 9.04 on my laptop. The following bug has been discovered:
Non-default keyboard layout cannot be turned on when usb-keyboard is connected after the system start. The layout should be removed and then added again to be possible to turn on again.

This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. I have changed this report to associate a better package so was associated to xserver- xorg-input- keyboard
