Please sync haskell-devscripts 0.6.15+nmu12 (universe) from Debian unstable (main).

haskell-devscripts (0.6.15+nmu12) unstable; urgency=low

  * Non-maintainer upload.
  * prerm-ghc: Use ghc-pkg --no-user-package-conf unregister in prerm.
    Closes: #535967.
