Initial CSS inventory and cleanup

Bug Description

As previously discussed (below), do some initial work on identifying CSS bloat, as well as initial checkins to eliminate. This doesn't have to be comprehensive. Instead, an amount of work that will fit in, say, around 6 hours.

Hi Derek. I'm going to mark this as Fix Released, even though there is a bug that I think might have been introduced. I'll create a separate issue for that, as it is a lower priority.
