Setup "ghetto" on partner KARLs

Bug Description
As a first step towards getting to know the installs on the partner KARLs:
- Make sure you can login to the hosts.
- Change the configuration to have the ghetto processes configured.
- Make sure configuration is checked into version control.
Also, please make sure the static prefix URL doesn't point to karl.soros.org but instead is semi-relative.

The first partner now has a ghetto. The version control repository for the second partner does not exist yet; I assume the second partner will be patterned after the first, so I will not need to set up the ghetto again.
