Rebuild bind with --enable-fixed-rrset

Bug Description

Please recompile bind9 package with --enable-fixed-rrset option. If not any drawbacks, do it please, it adds the ability to use 'fixed' in 'rrset-order' witch is needed to configure fallback DNS.

The ubuntu and debian version is maintained by the same developer so I am marking this as wont fix as well.
