Logout resizes tooltips for sleep and hibernate

Bug Description

The dialog size should be constant, but grows horizontally when hovering over sleep, and vertically when hovering over hibernate.

Thanks for your bug. There is a patch update available fixing that but it's blocked by the dapper betaCD freeze for now, it'll be fixed after it
