Should not be possible to place a desktop item over the another one.

Bug Description

If you place an icon of PDF file, in which the icon is bigger when you are using preview, over another icon in the desktop, he first one hides the second one. The user does no know that is an icon behind the other. I have this problem copying the backup of my desktop organization to my new computer. Many icons was placed in the same position.

I think this problem is more serious considering more items. For instance, it is possible to place many icons with similar size in the same position, and after that place a bigger icon (e.g. PDF or image preview) covering all others.

The system should not let users/system to place icons at the same position in the desktop.

I prefer the overlap of the icons, it makes it easy to group the files.
So that i can arrange the files of a category in one pile.

The problem is not the overlapping itself. The problem is that the interface does not provide good mechanisms to manipulate the overlapped icons. In situations that the system overlapped some icon after an operation, is not guaranteed for the user that he is seeing all icons. The user need to check whether some overlapping has happened.
