Boot event stored in old location as of upstart 0.6

Bug Description

Checkbox comes with an upstart event which does nothing by default unless preseeded otherwise. This is used for running automated testing when a machine boots for the first time. However, as of upstart 0.6, the event which used to be stored under /etc/event.d should now be stored under /etc/init.

The configuration will almost certainly need rewriting as well

Checked the current source package, it'll need to be renamed to /etc/init/checkbox.conf and the two lines:

start on stopped rc2
start on stopped rc3

will need to be changed to just

start on stopped rc RUNLEVEL=[23]
