Let Ubuntu Translations Coordinators team members open translations for an Ubuntu release

Bug Description

We've been talking with Danilo about making the translations process more community-driven.

With that in mind, it would make sense to let any member of the Ubuntu Translations Coordinators team (https://launchpad.net/~ubuntu-translations-coordinators) to be able to open translations for a given Ubuntu distro series through:

  https://translations.launchpad.net/ubuntu/<distro>/+admin

This would mean adding this task to those they can perform.

Just for the sake of completion, I'll mention that this now works by going to:

https://translations.launchpad.net/ubuntu/+configure-translations

Now any member of the UTC team can set the translation focus (tested on staging).

Err, sorry, for the noise ignore the last comment. That was for setting the translation focus, not for opening translations, which is the subject of the current bug.
