[edge] Merge Proposal suddenly requires extra privileges

Bug Description

This evening another of my proposals was approved for landing into lp:ubuntuone-client. I attempted to edit the commit message of the proposal, but was given the error "Forbidden" instead of having the commit message change. This appears to be due to one of the reviewers having a private e-mail address which I don't have permissions to view. Disabling the redirect to edge, so that I can use production launchpad, I was able to edit the commit message on the merge proposal.

The proposal in question was https://code.launchpad.net/~dobey/ubuntuone-client/no-really-install-the-clientdefs/+merge/8782

Launchpad should not require me to have extra privileges for viewing private data on users, in order to edit a merge proposal which I proposed.
