Webservice inconsistently validates client license strings

Bug Description
When using XMDS to create a new client, it seems that any string is valid to use for the client license string.
When using XMDS to call RequiredFiles, additional constraints are put on the client license string which means that clients correctly registered, but that use characters other than A-Za-z0-9 cannot make webservice calls.
XMDS should implement this validation consistently - I think which set of constraints is chosen is of less importance.
