WOL does not work from suspend on some hardware

Bug Description

On some systems, WOL is not working from Suspend. There is some information on the web that suggests a need to whitelist network drivers in /etc/default/acpi-support, however this is not working.

Here is a list of systems I have experimented with.

Dell Latitude D800: WOL works from Suspend and Power Off, has since Ubuntu 8.04 (never tried earlier)

Dell XPS 210: WOL works from Power Off but not Suspend in Ubuntu 9.04. WOL worked from Power Off and Suspend in Windows XP. Ethertool shows wol 'g' both prior to and after resuming from suspend

A custom desktop: WOL never works from power off. Worked from Suspend in 8.10, didn't work in 8.04, haven't tried in 9.04. In 8.04, ethertool shows wol 'g' prior to suspend, but does not after suspend. (I have high hopes for the acpi-support whitelisting for this case)

These test cases should be enough to illustrate the inconsistency. Will post more details if necessary.
