Bug Description
I'm just helping out a user who was getting consistent, quiet import failures because his template contained some non-ASCII text in comments and there was no header to specify the encoding. (I think the text is in UTF-16; see question 76299).
That is, the import was failing but no email was sent out to notify the uploader, and no error output was logged in the queue entry. This is a very frustrating failure mode for the user.
