Getting an SPPH through the API crashes if the SPR is unsigned

Bug Description

r8816's ISPPH.package_signer seems to assume that the SPR has a signer. This is not a valid assumption, as SPRs synced from Debian by the Ubuntu archive admins are uploaded unsigned.

This results in crashes like OOPS-1287EC164 when attempting to GET an SPPH of a synced package, breaking lots of scripts. Please fix!
