Bug Description
We have a person picker based on the lazr picker. It should be used everywhere the person popup is used.
This feature us block at the moment because the picker does not work in IE7

There are a few options we can take here.
1) progressive enhancement. We keep the current JS+iframe implementation. The person-picker setup will locate all @@popup links can convert them to +find-person links if the browser is not IE
2) Upgrade everything an not be concerned about IE. This may be an option because the picker only works with JS now and no user has ever complained. The keyboard still works and the user can and do enter launchpad-ids into the person or team field.
NOTE: The old popup did not work well with screen readers. We should ask Luke (~themuso) to QA the widget.
