Binary package hint: nautilus
If a remote file system is mounted to the local tree, and a text file on that remote system is double-clicked it is treated as an executable text-file, even if the executable bit is off.
Specifically, I have mounted my web-server locally using sshfs. If I double-click any of the .html or .php files to open them I am presented with a box that reads, "Do you want to run Filename or display its contents? Filename is an executable file." These files are set as -rw-r--r--. I get the same thing on text files at work where I have our Solaris servers mounted locally.
