lp:launchpad should resolve only to http URLs temporarily

Bug Description
We are optimistically expecting many people to want to get the Launchpad source when it becomes publicly available. To avoid slashdotting the codehosting server, we want to have lp:launchpad resolve only to the http URL. This should result in the most common download path going via web servers, rather than bzr+ssh.
Once the heat has died down, we can change it to resolve like any other branch.
