The runtest hook should keep metrics on the running time of the command

Bug Description

It would be nice if the runtest hook kept track of the time it takes to run the command. Then graphs and average load times could be monitored for changes in test run times.

Where should these times be logged? Should it log the start and end stamps, or only the delta?

my vote would be for start and end stamps, logged in the tarmac log file. dunno if there is some standard logfile format that has parsers already written (apache format maybe?)
