make distcheck fails on Bitters

Bug Description

See http://gorf.tangent.org/hudson/job/Drizzle/

After creating a tarball it then un-tars that tarball in a directory and runs ./configure && make && make install in that dir
The failure is coming during this ./configure step, it can't find libproto which is installed in /usr/local on bitters. it did find libproto when it first ran the initial configure step

configure: error: protobuf is required for Drizzle. On Debian this can be found in libprotobuf-dev. On RedHat this can be found in protobuf-devel.
