gnome panel items lose position when starting a low res full screen app

Bug Description

When starting low resolution full screen apps - resolution so low there wouldn't be enough place to keep the panel items in order - the gnome panel items lose their position, even when locked.

(in my case it was a wine program, changing from 1280*1024 to 640*480)
