project registration must help users to translate an existing project

Bug Description
User continue to fork projects for the sake of translating the project instead of translating the real project. These projects are often named after the project with the addition of a language code or language name. The real project is often listed in the matching projects, but the user, knowing he wants to do translations thinks he must continue to create a new project.
When guided project registration lists matching projects, there could be a link next to it that tells the user how to accomplish his goal:

Hi Martin and Barry.
I spent a lot of time review project recently. I see we still have a problem with users forking projects to setup translations. I think project registration must include links to setup translations, or to an explanation about how translations work.
