Bug Description

At the last UDS it was decided to change the Ubuntu translations policy from structured to restricted.

Danilo has send an email to the Ubuntu Technical Board and we shall wait for the response.

If there is no Ubuntu l10n team appointed for a team the translators will see this message on the first page of Ubuntu translations into that language.
